Lifelong Learning Accounts (LiLAs)
JVS has been selected to implement a second national demonstration project offering Lifelong Learning Accounts or LiLAs. LiLAs are matched accounts, similar to 401k accounts, that can be used to pay for education and training leading to career advancement. LiLAs allow workers to upgrade their skills to meet the needs of business and industry while helping to advance their own careers and earnings potential. The 2007-2010 San Francisco LiLA program is offered to employees in selected healthcare and public sector agencies with a special emphasis on workers 55+, minorities and those in lower wage brackets. LiLAs were developed by the Council for Adult and Experiential Learning (CAEL) which is currently piloting them in multiple sites across the U.S. to build the base for legislation giving LiLA contributions a special tax benefit. LiLAs allow an individual worker at a selected employer to make contributions to an account that is then matched by his/her employer and, in some cases, third party funders. The combined contributions can be used for education, training and other career-related expenses, such as books, exam fees and professional equipment. JVS and CAEL’s long-term goal is to make LiLAs available to all employees as part of standard employee compensation packages. LiLAs put learning opportunities within reach of every working adult, regardless of income, educational level or age.
