Jewish Vocational Service helps individuals and businesses achieve
their employment goals by providing the skills necessary for success
in today’s workplace. Individuals making the transition into
new work environments benefit from JVS career and employment
counseling, job placement, English instruction and occupational
skills training programs. JVS is a non-sectarian, not-for
Profit Corporation founded in 1973. JVS is a nationally
recognized innovator in workforce development, and plays a
leadership role in collaborative employment and training efforts
throughout San Francisco.
The Youth Department
provides a continuum of vocational and employment services for youth
ages 14-24 with disabilities, primarily youth with learning,
emotional, or mental health disabilities. Services include a
year-long vocational program for high school students, job
counseling, development and placement, computer skills training, and
transition services for older youth, including case-management,
competitive employment placement, and post-secondary education
counseling services. The Youth Department serves approximately 600
San Francisco youth each year.
Position Summary:
This position is responsible for coordinating JVS’ transition
services programs (TSP) for youth with disabilities. TSP serves
in-school and out-of-school youth with disabilities between the ages
of 16 and 24. The programs provide transition and career
development services to prepare youth for self sufficiency including
vocational assessment, career planning, paid work internships, job
placement, and case management support, as well classroom-based
employment and computer skills training, and post secondary
education counseling such as college admissions and financial aid
assistance. The position reports to the Director of Youth Programs
Responsibilities:

Program and Contract Management:
Leads the development and implementation of JVS’ Transition
Service Programs including vocational and post-secondary
education services, Workforce Investment Act (WIA) partnership
with City College of San Francisco, Community-based Employment
Program (CBEP) partnership with San Francisco Unified School
District (SFUSD) and REACH computer skills training program;
ensures program quality and excellent customer service to all
constituents, including youth, parents/caregivers, SFUSD,
interested community members, funders, and sub-contractors.
Ensures performance goals and compliance met on all TSP grants
and contracts.

Community and Funder Cultivation:
Establishes and cultivates positive relationships with
government agencies, SFUSD, employers, community-based
organizations, councils, private foundations, public officials,
individuals, and other stakeholders. Represents JVS in various
youth service, advisory, and community groups.

Supervision: Directly supervises
Youth 4 Transition Specialists, and 2 Program Coordinators.
Responsible for staff recruitment, orientation, training,
supervision, development, and performance evaluation.

Program Development: Plans,
manages, and expands TSP programs. Provides leadership in
program development process, including ongoing needs assessment,
internal and external analysis, research and cultivation of
potential funding sources and collaborative partners, and
development of proposals.

Program Evaluation: Develops and
implements quality assurance measures, including quantitative
and qualitative feedback. Ensures ongoing performance
improvement practices.

Reporting: Analyzes data, prepares
internal and external reports, and ensures timely program
reporting for all stakeholders and funding sources.

Budgeting: Develops and manages
TSP program budgets. Works closely with Director of
Administration and Finance and Grants and Contracts Manager.
Recommends effective staffing patterns accordingly and monitors
operational expenses.

Department and Agency Management:
Provides leadership to Youth Department and agency planning and
operational processes. Fosters intra/interdepartmental
collaboration. Contributes to the health and safety of the
workplace.

Qualifications (Knowledge, Skills & Experience):
-
Minimum five
years experience with youth in education or employment, and
minimum two years experience in program management including
staff supervision, program development, implementation, and
evaluation.

Master’s
degree in relevant area preferred.

Expertise in
special education and/or working with people with disabilities.

Excellent,
dynamic leadership skills, including the ability to motivate and
inspire staff and facilitate collaborative relationships.

Creativity
and track record of success in team building.

Knowledge and
experience with managing and supporting staff working with
challenging clients.

Excellent
customer service skills.

Demonstrated
outstanding professionalism and the ability to execute
thoughtful judgment and decisions.

Excellent
written and oral communication skills; experience with public
presentations and community outreach.

Ability to
work with high level of autonomy and manage many projects with
attention to detail and quality follow-through; ability to
balance operational details with conceptual planning.

Proficiency
in MS Word, Excel, Outlook and Access.
Salary:
$50,000 - $65,000

Limited-term
positions are not eligible for benefits, except workers’
