SUMMARY OF POSITION

The Chief Program Officer, a senior leader within JVS, oversees all programs and program operations.  The CPO is a motivating and inspiring leader who leads the implementation and execution of strategies and plans to deliver quality services and outcomes for JVS clients.  The CPO leads and motivates employees to encourage maximum performance toward comprehensive goals for the JVS mission and strategy

Principal Relationships

  • Reports to Chief Executive Officer
  • Collaborates with: Chief Financial Officer, Chief Development Officer, Board, staff, employer and community partners, funders
  • Supervises: Program Directors

Scope

  • Provides leadership to Program Directors: guides program planning and evaluation, and ensures consistent quality and standardization of practice across all programs
  • Leads implementation, execution and outcomes across all programs
  • Supports Program Directors in strategic cultivation of community and employer relationships
  • Participates as a key member of the Executive Management Team to support JVS strategy and program planning

Required Qualifications

  • Minimum 7 years progressive management experience as a senior leader of a high performance organization
  • Demonstrated success in coaching managers to identify and implement solutions to complex problems
  • Demonstrated success in driving to outcomes and leading teams to achieve ambitious goals
  • Demonstrated commitment and experience as a mentor, role model and coach to managers
  • Demonstrated success in complex revenue environments, managing multiple contract and grant requirements
  • Experience in program evaluation and analysis
  • Bachelor’s degree in related field

Preferred Qualifications

  • Experience with strategy, budget and program evaluation
  • Advanced degree in a related field such as Education, Social Work or Business

 

ACCOUNTABILITES / FUNCTIONS

Program Leadership

  • Supervision of program directors to ensure programs meet or exceed annual goals
  • Coaching program leads to identify solutions to staffing, funding or partner challenges; supporting the growth of program leads so that they are better equipped to problem solve on their own
  • Oversight of key contracts; supporting program leads in meeting and negotiating with key government agency contacts
  • Manages program directors, with direct oversight of annual work plan implementation, program performance, contract management, and professional and leadership development
  • Leads program staff in utilizing data analysis to improve, innovate and effectively respond to client needs
  • Provides leadership to develop and design programs consistent with strategy
  • Leads innovation and quality improvement on program strategy
  • Drives program outcomes and quality; manages performance to evaluate progress on agency strategy, contract and grant deliverables

Staff Management

  • Manages program directors with direct oversight of annual work plan development and implementation, program performance, contract management, and professional and leadership development
  • Provides coaching to and actively develops program directors to be leaders with JVS
  • Develops and maintains a strong program management team fostering collaboration and coordination among JVS programs and staff for program innovation and improvements to service delivery
  • Leads program staff in utilizing data analysis to improve innovation and effectively respond to client needs

Program Evaluation and Quality Assurance

  • Evaluates programs for internal performance measurement, program enhancement, quality improvement and best practice research; builds culture of inquiry and performance
  • Oversees development of the systems, policies and procedures to ensure high quality service delivery, measurement of program outcomes and comprehensive reporting
  • Communicating with evaluation staff to modify and adjust dashboards as needed to align with both required tracking as well as strategic goals
  • Leads innovation and quality improvement

Community, Employer and Funder Cultivation

  • Provides leadership for employer and partner cultivation and development, with and external and internal focus
  • Represents JVS at community meetings as required and develops and collaborates with other organizations on relevant workforce development programs

Position Classification: 

  • Full-time/Regular Employee (based on a 7- hour workday)
  • Exempt
  • Eligible for all benefits offered to staff
  • Member of Executive Management Team and Leadership Team
