 The Role

JVS is seeking a HR Generalist to support the mission of JVS by supporting the people of JVS.  Partners with HR Director to support all HR functions including recruitment, benefits, compensation, performance management, policy compliance, employee relations and training. 

Duties and Responsibilities

Provide administrative support for entire HR function

  • Provides ongoing HR service and support to all employees with an emphasis on benefits, onboarding and offboarding, leaves of absence, answer queries, including research and follow-up
  • Provides oversight and support for recruitment process.
  • Review and evaluate processes; recommend changes to support greater efficiencies

Human Resources Administrative Support

  • Manage HR, Time and Attendance and Benefits databases; enter new hires and changes
  • Maintain personnel files and other required employee paperwork
  • Provide information needed for audits and monitoring visits
  • Provide verifications or other information as needed
  • Manages vendor relationships for HR services including billing


  • Post positions internally and externally to attract a diverse candidate pool
  • Screen incoming resumes, forwarding to hiring managers as appropriate
  • Investigate alternate sites as needed for hard to fill jobs
  • Monitor presence on Glassdoor; work with Marketing to create and update content as appropriate
  • Provide assistance for scheduling initial interviews, panel interviews as requested
  • Coordinate and check LiveScan background checks and TB clearances for specified positions
  • Organize onboarding; send new hire paperwork and set up new hire orientation


  • Manage changes in database
  • Work with staff members on initial enrollment
  • Conduct benefits orientations
  • Assist with open enrollment
  • Work directly with vendors to resolve enrollment issues
  • Enter and process workers’ compensation claims; enter all incidents resulting in injury in HRO
  • Work with Payroll Manager to participate in salary surveys as appropriate
  • Work with Payroll Manager and Controller regarding 403B reporting
  • Manages annual Open Enrollment

Employee Relations/Compliance

  • Partners with Director of HR to communicate HR policies, procedures, programs, legal changes, regulatory chances
  • Facilitate and participate in the agency’s recognition and retention initiatives
  • Ensure employee relations issues are handled appropriately with timeliness and discretion; work directly with Director of HR on hard to resolve issues
  • Conduct exit interviews as needed
  • Assist with performance evaluation process
  • Respond to inquiries from government entities


Minimum Competencies

  • Ability to work independently and problem-solve with minimum assistance; with understanding of when to consult
  • Excellent customer service and relationship management skills; active listener; able to respond with patience and tact
  • Able and willing  to follow-up persistently but diplomatically to get information needed to make decisions
  • Clear, concise written and verbal communication skills
  • Excellent organizational skills with meticulous attention to detail; effective priority management skills; ability to meet deadlines and objectives
  • Computer proficiency in Microsoft office; adept at learning new technology; proficient in conducting online research
  • Information management skills; electronic and paper files
  • Ensure protection for highly confidential information and documents
  • Understanding of basic employment laws and regulations

Preferred Competencies

  • Proficient in use of MS Office, job posting sites

Minimum Qualifications

  • Prior experience in a human resources role
  • Experience working Human Resource Information Systems (HRIS)
  • Experience with Performance Management including performance evaluation process
  • Strong administrative experience
  • Bachelors’ degree and/or equivalent work experience
  • Knowledge of CA and Federal labor laws
  • Experience managing Leaves of Absence

Preferred Qualifications

  • 2-4 years experience supporting HR function
  • Experience with HR Metrics
  • Experience with Payroll systems
  • Experience administering benefits, compensation systems
  • Experience with recruiting, recruitment sites
  • Experience supporting payroll
  • HR certification a plus
